The stain is not the hole

Start indoors, because the indoor evidence narrows the roof. A stain that grows only in blowing rain points at a wall transition or a head lap. One that appears in any steady rain points at an open path straight down. A ring around a ceiling fixture near a bathroom is as likely to be a plumbing vent boot as anything in the tile field. Practically, a roof can pass a garden-hose test and still leak in a squall, which is why a repair scope written after a storm needs to cover the whole run of the affected slope rather than one tile.

The mistake that costs the second visit

Sealing where the water shows. A bead of mastic at the drip point, a smear across the crack in a mortar ridge, a tarp thrown over tile and weighted with the tiles it is meant to protect. All three move the symptom rather than the water. The related error is stopping at the first thing found. If the pipe boot is split and the felt around it has been wet for two rainy seasons, replacing the boot buys one dry month. A repair scope should say what was found, what was ruled out, and how far the wet area extends past the visible damage.
