Florida guidance puts tile life at 50 to 100 years and the membrane beneath it at 20 to 25, and reports that older asphalt-saturated felt under dark tile can fail in as little as 10 to 15 years because heat drives the asphalt compounds out of the mat until it is brittle. Under dark tile the deck surface can pass 150 degrees on a summer afternoon. So a useful inspection lifts tile in chosen places, at the suspected leak, at the highest suspect course, and at a sound control spot, so the felt can be compared against itself. Ask for findings against specific code items rather than adjectives. Valley pans should be corrosion-resistant metal of at least 0.019 inch, extending at least eleven inches from the centerline each way, with a one inch splash diverter rib and four inch end laps. Tile fasteners should be corrosion resistant, at least 11 gage with a five sixteenths inch head, penetrating the deck at least three quarters of an inch or through it. Perimeter fastening areas should be treated as three courses and at least 36 inches from either side of hips and ridges and from eave and rake edges. Hip and ridge trim should sit in a continuous, full bed rather than a pointed edge. Underlayment should be identified by specification, since where felt is used the state requires 30 pound or equivalent, meaning ASTM D226 Type II or ASTM D4869 Type III or IV.
Four things in an inspection report move a scope more than anything else. Whether the felt is pliable or crumbling. Whether the tile profile is still in production, which decides whether replacements are ordered or hunted through salvage. Whether the deck is sound, because a soft deck converts a covering job into a structural one. And the measured area of everything that needs work, because Florida's Existing Building Code limits repair, replacement and recovery to a quarter of a roof area or roof section within any twelve-month window before the whole section must come up to current code, with an exception where the section's last permitted work complied with the 2007 code or a later edition.
Florida statute lists who counts as an authorized inspector for roof-age purposes: a licensed home inspector, a certified building code inspector, a general, building or residential contractor, a roofing contractor, a licensed professional engineer, a licensed architect, or another person the insurer recognizes as qualified. That list exists because the statute gives an inspection real weight. An insurer may not refuse to issue or renew a homeowner's policy on a house with a roof under 15 years old solely because of roof age. At 15 years or more, the insurer must allow an inspection at the homeowner's expense before requiring replacement as a condition of coverage, and may not refuse solely on roof age where that inspection shows five or more years of useful life remaining. Those provisions apply to policies issued or renewed on or after July 1, 2022. Nothing here promises any particular decision from any particular carrier, and any inspection sold that way should be treated with suspicion.
Roof age is calculated from the last date on which 100 percent of the surface area was built or replaced, or from the initial date of a partial replacement where later partials added up to the whole. Spot repairs do not reset it. Citizens Property Insurance, which updated its roof rules to comply with Senate Bill 2-D effective May 1, 2023 for new business and September 1, 2023 for renewals, sets its documentation threshold at 50 years for tile, slate, concrete or metal roofs and 25 years for shingle, takes remaining useful life from a 4-Point Inspection Form or a Roof Inspection Form with a maximum of five years allowed, bases age on the oldest part where the roof was not replaced at once, and requires a finalized roof permit or a paid-in-full contract, work order or receipt to record a replacement. The form outlasts the visit, so it is worth having filled out carefully.
Expect an exterior walk of the field, hips, ridges, rakes, valleys and every penetration; a lift at selected courses to read felt, battens and fasteners; an attic look where one is accessible, reading sheathing and framing for staining and travel direction; photographs of each finding; and a measured sketch with areas. Cost follows roof size, pitch, height, access and whether tile is being lifted, which it should be. An inspection that never lifted a tile did not inspect the roof. Natural next steps: roof underlayment replacement when the felt reads brittle, and roof cleaning moss and algae when debris is hiding the surfaces that need to be read.
