Why this is a water problem before it is an appearance problem

Air enters an attic through soffit vents by design. Water enters the same way when it is pushed. The Florida Hurricane Retrofit Guide quantifies the push: above 60 miles per hour, rain is driven at the outside of a house with real penetrating force, and the pressure produced by a 100 mile per hour wind will drive water roughly three and a half inches up through any crack or opening on the roof, a gable wall, or through the soffit. At 130 miles per hour that becomes about six inches and at 150 about eight. The guide also points out that attic pressure is usually slightly negative during a storm, so the house is pulling at the same water the wind is pushing. What the research found about how soffits fail

Florida Building Commission soffit research tested panels and vented assemblies rather than guessing. The worst positive pressure occurs when wind runs perpendicular to the ridgeline, concentrated at the middle of the building; the worst negative pressure occurs when wind runs parallel to the ridgeline, at the windward sidewall. Loads change suddenly and peaks last less than a second, with a Category 5 case showing a 70 pounds per square foot change inside one second. In static testing, failure was observed at plus 40 pounds per square foot with 580 cubic feet per minute of flow per square foot. The most useful finding for a repair is about where failure starts: undeformed soffit panels are usually found on the ground after an event, and the supports, the channels, appear to be the weak point. In other words the panel did not break, it was released.

Fascia is what the gutter and the drip edge hang on

Fascia carries the gutter, backs the drip edge, and closes the tail of the deck. Once it softens, the gutter pulls, the drip edge loses its nailing surface, and water tracks behind the eave rather than off it. Rotted fascia on a tile roof is usually a downstream symptom: the eave course of tile sits closest to the fascia, sheds the greatest volume of any course, and is where displaced or slipped tile exposes underlayment first. Repairing fascia without checking the eave tile, the underlayment termination and the drip edge lap just puts fresh wood into the same wet detail.

Where this sits in the permit picture

Hillsborough County's list of possible exemptions under Florida House Bill 803 names siding, soffit, and non-structural roof repair or replacement, for single-family residences where the value of the work is under $7,500. The conditions attached to it matter more than the headline. The owner or the owner's contractor still applies for the exemption through the county portal, a copy of the contract or other documentation of scope and value is submitted with it, and the scope may not be split into more than one project to get under the number. The exemption does not apply where the work reaches $7,500 or more, where the property is partly or entirely in a flood hazard area, or where the work includes structural, electrical, plumbing, mechanical or gas components. Rotted framing at an eave tail is structural, and that is a common finding once soffit comes down.

What the visit looks like

Panels come down at the affected run so the framing can be seen, because the diagnosis lives in the lookouts, the sub-fascia and the rafter tails rather than in the panel. Support channels and their fastening are checked against the failure mode the research describes. Rotted fascia and sub-fascia are cut back to sound wood, the deck edge and underlayment termination are read for water tracking, drip edge lap direction is corrected, and panels or vented soffit are reinstalled with fastening at the supports rather than only at the panel field. Net free vent area is preserved, since blocking soffit vents to stop water creates a ventilation problem addressed on roof ventilation.

Price follows linear footage, eave height, whether the material is aluminum, vinyl or wood, and how much framing is being replaced behind it. The framing is the variable that moves a quote, and it cannot be measured from the driveway.
