The high wind manual for concrete and clay tile states that tile shall be attached to resist the aerodynamic moment determined from the design pressures for the building. Its tables show how quickly that requirement climbs. Required design pressure for a Category II building at a 15 foot mean roof height in Exposure C runs 32.7 pounds per square foot at 120 miles per hour, 38.4 at 130, 44.5 at 140 and 51.1 at 150. Tile that leaves from the first courses above the eave, from a gable rake, or from either side of a hip or ridge is behaving exactly as the code expects, which is why those bands are defined as perimeter fastening areas: three tile courses, and never less than 36 inches from either side of hips and ridges and from eave and gable rake edges. Damage confined to those bands says the roof met wind in a normal way. Tile missing from the middle of an open field says something else, usually prior foot traffic, an earlier repair set without proper attachment, or cut pieces that were never fixed down.
