Both are then installed under the same chapter rules for slope, underlayment and attachment, which is where people get the impression they are the same thing. They are not, and the difference shows up first in sourcing. Whichever you have, the failure map is the same one described across our tile repair services: the covering is the shield and the membrane underneath is the waterproofing.
Installed weight is the number that most often surprises homeowners. Published installed weights run 600 to 1,100 pounds per hundred square feet for concrete tile and 600 to 1,500 pounds for clay, against 195 pounds for three-tab asphalt shingles and 305 for architectural shingles. So a tile roof can be putting five to seven times the dead load of a shingle roof onto the same rafters. That is fine on a house framed for it and a real problem on a house that was not, which is the reason a change of covering type is an engineering question rather than a shopping question.
Attachment tables in the code are written partly around installed weight. In the general tile table, at the lower design wind speeds a slope of 7:12 or less may take a single fastener per tile where the installed weight exceeds 7.5 pounds per square foot and the tile is not more than sixteen inches wide. For interlocking tile with projecting anchor lugs installed over battens, fasteners are not required in some low-slope, low-wind cases, except that tile with an installed weight under 9 pounds per square foot always needs at least one fastener per tile. Above an allowable-stress design wind speed of 110 miles per hour, none of those shortcuts apply and the fastening system has to resist the calculated wind forces. A lighter tile is not a lower-maintenance tile; it is a tile with a stricter fastening rule.
Clay is fired and its color runs through the body, so a 1920s barrel tile that has never been painted still reads close to its original tone. It is also the more brittle of the two under foot traffic, and pre-war profiles are long out of production. Around here that generally means the housing stock built long before the City of Tampa's March 1, 2002 hurricane mitigation retrofit cutoff, where a matching piece has to be found rather than ordered. Concrete tile is the subdivision material, tougher underfoot, and usually surface-colored, so twenty years of Gulf sun leaves a factory-fresh replacement looking like a patch. Neither material is the reason those roofs leak. Florida guidance puts tile life at 50 to 100 years and the membrane beneath it at 20 to 25.
On a broken-tile call the material decides the whole approach. A discontinued clay barrel usually means salvage stock, or reclaiming pieces from a rear slope and putting the new tile where nobody looks. A current concrete profile can often be ordered, and then the question becomes color match rather than availability. Mortar-set hip and ridge trim, common on the older clay roofs, means the bed gets rebuilt rather than the tile swapped. Ask any estimate to state the profile, the exposure and whether the replacement pieces are new, salvaged or relocated from elsewhere on your own roof.
Identify what you have before you get quotes, because the two materials produce very different scopes at the same square footage. Clay is thinner in section, rings when tapped and shows a consistent color on a broken edge. Concrete is heavier in the hand, has a coarse aggregate face, and shows gray body under a colored surface where a corner has snapped. Keep any fallen fragments, since a piece in hand identifies a profile faster than a photograph. Then have the membrane assessed rather than the tile, because that is the layer with the shorter clock. If pieces are simply missing, roof tile replacement is the narrower job; if the underlying felt is what failed, tile re-roof is the conversation.

The City of Tampa says roof covering installation, recovering, reroofing, or repair at 500 square feet or less is exempt from a building permit; work above 500 square feet requires a permit. Its roofing guidance also says a tile roof needs a dry-in inspection before tile is installed.
Why it matters: A tile repair can remain narrow, but its measured area and the need to expose the underlayment determine when permitting and inspection enter the work plan.

Florida Building Code Existing Building section 706.1.1 states that no more than 25 percent of a total roof area or roof section may be repaired, replaced, or recovered within 12 months unless the entire existing roofing system or section is replaced to conform to code.
Why it matters: When several tile repairs are spreading across one section, the repair area must be documented before a scope is set; a tile roof cannot be treated as a series of unrelated spots.
