When a re-roof is the honest recommendation

The trigger is rarely the tile. It is a slope that has produced three leaks in two rainy seasons, felt that tears rather than bends when it is lifted, and repair areas that have started to overlap. At that point patching stops being cheaper, because every visit means lifting, stacking and resetting tile you are going to lift again. The twelve-month limit, and the exception that changes everything

Florida's Existing Building Code caps how much of a roof area or roof section can be repaired, replaced or recovered inside any twelve-month window at a quarter of it. Cross that line and the whole system or section has to be brought to current code. The exception is the part worth knowing before you sign anything: where the existing system or section was built, repaired or replaced in compliance with the 2007 code or any later edition, only the portion actually being worked has to meet today's requirements, and the statute bars a local government from amending that exception by ordinance. So the date of the last permitted roof job on your address is a genuine fork. Hillsborough County states the same rule in its own re-roof guidance, framed around roofs installed before the 2007 code.

Deck attachment comes with the strip

Once the covering is off a wood deck, the retrofit requirements arrive. The code treats sawn lumber or plank up to twelve inches wide as sufficiently connected when at least two 8d nails reach each framing member it crosses, with 8d defined as at least 0.113 inch in diameter and at least two and a quarter inches long. Panel decks are graded by a table: existing staples or 6d nails require supplemental fasteners no more than six inches on center, while 8d nails already at six inches on center or tighter need nothing added. Supplemental fasteners are specified tightly, as ring shank nails with 16 to 20 rings per inch, a shank at least 0.113 inch, a head of at least 0.280 inch, and ring shank extending at least an inch and a half from the tip. This is the work the county's Progress Check inspection exists to verify.

The secondary water barrier question, answered specifically for tile

Statute requires a roof replacement to incorporate a secondary water barrier and to strengthen or correct roof-decking attachments and fasteners, and it forbids the state from limiting the barrier to one method or material. Tile owners get a specific answer in the Existing Building Code: clay and concrete tile roof systems installed as the Florida Building Code requires are deemed to comply with the secondary water barrier provision. That is not a loophole to skip the layer, it is a statement that a correctly built tile assembly already carries one, which is why the underlayment specification on your scope is doing double duty. Separately, in the windborne debris region a building with an insured value or just valuation of $300,000 or more must incorporate roof-to-wall connection techniques at replacement, with the obligation capped so evaluation and installation stay near 15 percent of the cost of reroofing.

The inspection sequence sets your calendar

Inside the city, roof work in excess of 500 square feet requires a permit, a dry-in inspection is required on tile before tile is installed, and every single-family residence built before March 1, 2002 is directed to the hurricane mitigation retrofit requirements. Homeowners doing their own work may satisfy that by calling a sheathing inspection after mitigation and before the covering goes on, or by having a licensed professional complete the Roof Mitigation Verification Affidavit. In the county, the permit application itself carries an attestation under code section B110, signed under penalty of perjury, and the final roof inspection follows either the Progress Check or an uploaded Roof Mitigation Verification Statement. None of this is optional and all of it takes calendar days, which is why a re-roof is scheduled around weather windows.

Saving your tile, and what drives the number

Concrete field tile from the subdivision era is often worth salvaging; clay barrel from the pre-war districts is brittle, frequently out of production, and breaks at a higher rate coming off. Expect a stated breakage allowance and expect the crew to inventory and stack rather than sweep. Cost is driven by squares, roof complexity, height and access, the underlayment specification, deck repairs found after the strip, retrofit work triggered by the build date, and how much new tile has to be bought. Insist that the estimate separate the tile from the membrane and name the measured area, because that measurement is what a future partial repair will be judged against.
