The code is unusually specific here

Most tile details are handed to a manufacturer's instructions. Valleys are not. The Florida Building Code requires valley flashing of corrosion-resistant metal not less than 0.019 inch, which is No. 26 galvanized sheet gage, extending not less than eleven inches from the centerline in each direction, with a splash diverter rib at least one inch high formed as part of the flashing at the flow line, and end laps of at least four inches between sections. On slopes of three units in twelve and over it also requires a 36-inch-wide underlayment down the valley in addition to everything else on the roof: either one layer of Type I underlayment running the full length, or a self-adhering polymer-modified bitumen sheet labeled to ASTM D1970. What that splash diverter rib is for

The raised rib down the center of a valley pan is not decoration and it is not a stiffener. In heavy rain, water arriving from one slope crosses the valley under momentum and tries to run up under the tile on the opposite side. The rib interrupts that crossing. Tampa gets most of its rain in short, intense summer downpours, and a valley without a functioning rib, or with one flattened by a previous repair or by foot traffic, will push water sideways into the tile ends on the far slope. The leak then shows up on the wrong side of the house from the actual fault, which is why valley leaks get misdiagnosed so often.

Debris is the mechanism, not the nuisance

Valleys collect everything the roof catches: oak leaves, needles, sand, broken tile fragments, wind-blown roofing granules. That load holds moisture against the metal continuously instead of letting it dry between rains, and it dams water above the pan so it stands at the tile ends. Standing water plus a mixed-metal fastener is how a valley pan rusts through from the top while looking intact from the ground. The Florida Building Commission's survey of 385 roofing professionals found corrosion of exposed metal fasteners reported by 79.5 percent of them, with 57.8 percent seeing it usually or always within about ten miles of a coast, against 17.3 percent inland. A shaded, debris-packed valley on a bayside street is the worst combination of those conditions available.

Cut tile at the valley edge

Field tile has to be cut along both sides of a valley, and cut pieces lose the nail holes that fastened them. The tile manual requires cut pieces to be attached with approved adhesive, mortar, or mechanical fasteners with adhesive, rather than left resting on the pan. Two failures follow from ignoring that. Loose cut tile slides down into the valley and blocks it, and the sliding pieces gouge the flashing coating that is protecting the metal. When a valley repair comes back with a note that half the cut tiles were unattached, that is not a complaint about the previous crew, it is the reason the valley filled.

What the visit looks like

The valley is cleared first, because nothing can be judged through a debris load. Then the pan is read for pitting, perforation and flattened rib, the end laps are checked for direction and length, and the tile ends on both slopes are lifted to see whether the extra 36-inch valley underlayment is present and intact. Repair means removing cut tile in order, replacing the pan in full runs rather than patching a hole, tying the valley underlayment into the surrounding membrane with laps running downslope, and resetting cut tile attached as specified. A pan is replaced end to end for a reason: a lap spliced mid-valley in the wrong direction is the exact defect being fixed.

Cost and paperwork

Price follows the linear footage of valley, roof height and pitch, how much tile must come off on each side, whether the underlayment beneath is sound, and whether matching cut tile survives. A single short valley on a low hip roof is a modest job; a long, steep valley between two large slopes with failed felt beneath it is section work. Measure the exposed area, because inside the city a roof repair in excess of 500 square feet needs a permit and a tile roof needs its dry-in inspection before tile is reset.
